SC allows Taguig vote recount to resume

MANILA, Philippines—The Supreme Court has allowed the continuation of the recount of votes in the contested congressional seat in the second district of Taguig.

With a vote of seven for and four against, the court en banc dismissed the petition filed by Taguig Representative Henry Duenas, Jr., against the continuation of the revision of ballots in 560 precincts that he named in his own counter-protest.

Duenas is the subject of an election protest filed by the losing candidate Angelito “Jett” Reyes. The House of Representatives Electoral Tribunal has finished the recount of the ballots in precincts he named in his protest.

“We are not declaring any winner here. We do not have any authority to do so. We are merely remanding the case to the HRET so that revision proceedings may promptly continue,” the high tribunal said of the ballots yet to be counted in Duenas’ counter-protest.

The court said such was necessary “to determine the true will of the electorate in the second legislative district of Taguig City for the 2007-2010 congressional term.”

The House of Representatives Electoral Tribunal in September 2008 directed the continuation of the revision and appreciation of the remaining ballots in the counter-protested precincts “as it cannot determine the true will of the electorate from the initial and revision and appreciation.”

Duenas moved for reconsideration but was denied by the HRET.
